Motion, made, and Question proposed, That the Committee has considered the draft Disclosure of Interests in Shares (Amendment) (No. 2) Regulations 1993.—[Mr. Neil Hamilton.]

Mr. Stuart Bell (Middlesbrough): The House of Commons debated this matter some months ago. I have nothing to add to the Minister's statement.

Mr. Anthony Steen (South Hams): I shall make a short intervention. It seems that whatever we say in this Committee does not matter because, as I understand it, we cannot affect or change the statutory instrument in any way. If that is so, there seems no point in making a speech.

The Parliamentary Under-Secretary of State for Corporate Affairs (Mr. Neil Hamilton): I applaud my hon. Friend's deregulated behaviour and I confirm his understanding of the constitutional position.
