The Parliamentary Under-Secretary of State for the Environment (Mr. Tim Yeo): I beg to move, That the Committee has considered the draft Houses in Multiple Occupation (Charges for Registration Schemes) Regulations 1991. In the interests of not detaining the Committee I shall be brief. These draft regulations put into effect a promise made during the House of Commons Committee stage of the Local Government and Housing Bill 1989. My hon. Friend the then Parliamentary Under-Secretary of State for the Environment told the House that the Government 4 intended to use the power that they were taking under section 150 of the Local Government and Housing Act 1989 to allow local authorities to levy fees in respect of registration schemes for houses in multiple occupation. The purpose would be to encourage local authorities to operate registration schemes by removing a financial disincentive to their doing so. This small measure will have an important impact on the enforcement by local authorities of minimum decent standards in houses in multiple occupation. If Parliament approves the draft regulations, my Department will issue a circular to all local housing authorities informing them of the change and giving them guidance on implementation. We shall emphasise to local authorities that charges should be set no higher than is necessary to recover costs. I commend the draft regulations to the Committee.
