ADDITIONAL PUBLICITY FOR AUDITORS' IMMEDIATE REPORTS

Question proposed, That the clause stand part of the Bill.

Mr. Michael Mates (Hampshire, East): It is a pleasure to serve under your chairmanship for a change, Mr. McWilliam. This is a short, two-clause Bill designed to correct an anomaly which has caused problems because of an omission from the original legislation. My hon. Friend the Parliamentary Under-Secretary of State for the Environment will make a short speech in which he will explain the need for the Bill and I trust that the Committee will agree with him.

The Parliamentary Under-Secretary of State for the Environment (Mr. Robert Key): I also am delighted to serve under your chairmanship. Mr. McWilliam. The Bill is designed to entitle the public to see an auditor's immediate public-interest report and to be supplied with a copy of that report at a reasonable cost. The body concerned will be required to advertise the report. The Bill provides for sanctions comparable to those in the Local Government Finance Act 1982 and also gives fall-back powers to auditors so that they can ensure that the report is publicised. I am sure that the Committee will welcome this sensible tidying of previous legislation. I congratulate my hon. Friend the. Member for Hampshire, East (Mr. Mates) on securing the time to bring forward the Bill. The Government support the Bill and I hope that the Committee will also support it.
