The Parliamentary Under-Secretary of State for Social Security (Mr. Peter Lloyd): I beg to move, That the Committee has considered the draft Social Security (Contributions) Amendment (No. 2) Regulations 1989. I welcome you to the Chair, Mr. Hogg. Most of the changes in national insurance contributions flowing from the review carried out by my right hon. Friend the Secretary of State have already been approved, and these regulations deal with a small and special group—share fishermen, of whom there are about 10,000 to 12,000. They are classed as self-employed, but by long-standing arrangement, they pay an enhanced weekly class 2 4 contribution to give them cover for unemployment benefit and some other benefits. As unemployment has, happily, been coming down recently, and the cost of unemployment benefit to the national insurance fund has been reducing, their special additional contribution will also come down from the current £2.80 a week to £1.55 a week, requiring a total contribution from them next year of £5.80 a week instead of the current £6.55 a week—a welcome reduction of 75p. It is with considerable satisfaction that I commend these regulations to the Committee.
Mr. Jimmy Wray (Glasgow, Provan): I am in the position of being the only Opposition Member present, and I give the apologies of my hon. Friends. However, I can say that the fishermen will welcome these regulations.
